The two impoundments, located east of the city of Prineville in the Ochoco Mountains, are managed by the Bureau of Reclamation and serve as critical water storage for agricultural users, municipal systems, and recreation in the Crooked River basin.
Prineville Reservoir, formed by Bowman Dam on the Crooked River, is one of Central Oregon's most heavily used recreation sites and also functions as a primary irrigation water source for the region. When surface elevations fall far enough, boat ramp infrastructure — which is engineered for a defined range of water elevations — can be left stranded above the waterline or accessible only through lengthy exposed mudflat approaches, making launching difficult or unsafe. Ochoco Reservoir, a smaller impoundment on Ochoco Creek northeast of Prineville, has faced similar constraints this season.
Drought conditions across Oregon in 2026 have been pronounced, with the U.S. Drought Monitor classifying large portions of Central and Eastern Oregon under Extreme or Exceptional Drought designations for much of the summer. The Oregon Water Resources Department has been tracking reduced snowpack and accelerated drawdowns across multiple basins throughout the state.
For those paying attention to Oregon's infrastructure resilience, the Crooked River basin's situation illustrates a pattern relevant to the entire state's water picture: Oregon's municipal water systems, particularly those serving smaller communities east of the Cascades, draw directly from surface reservoirs that are subject to the same elevation constraints now affecting boat launches. The Oregon Health Authority's Drinking Water Services program monitors whether utilities maintain adequate intake depth, and prolonged drawdowns can force operational adjustments or emergency interconnections with neighboring systems. The Willamette Valley's larger population centers depend on different source configurations, but the Deschutes and Crooked River basins — and the communities of Prineville, Redmond, and surrounding areas — are facing real supply stress at a time when aquifer recharge from the previous winter was already below historical norms. Oregon's interconnected agricultural and municipal water demands mean that late-summer reservoir levels carry consequences that extend well beyond where someone can float a boat.
